BP should be broken up and their assets should be nationalized amongst the United States, Cuba, Mexico… There isn’t enough money in the world to pay for the damage they have caused.

The companies that purchase those assets will operate them, and be sure to operate them safely (or risk being shut down themselves.) no decrease in capacity occurs because other companies pick up the slack when they purchase the equipment.

For justice to be served the money should comeback to those most effected by BPs attacks, therefore China wouldn’t be included, because their communist government is too busy swallowing the global economy, to provide appropriate sums to those BP has harmed.
